Libraries have always been creators or publishers of information. Traditionally this has been in the areas of bibliographic access or control, in the form of catalogues, indexes and bibliographies, although many libraries have published or commissioned work based on their collections. Digital technologies, combined with library expertise in information management and bibliographic control, access, dissemination and preservation, have provided new opportunities for libraries to create, or publish, or enable the publication of, a wider range of material. This is particularly true of academic libraries, which are taking on a range of new roles in the digital age as they become more deeply engaged in the creation and dissemination of knowledge, says Wendy Pradt Lougee. (1) Clifford Lynch, Executive Director of the American Association of Research Libraries' Coalition for Networked Information, argues that the digital revolution allows universities to '[move] beyond their historic relatively passive role of supporting established publishers ... exploring more transformative new uses of the digital medium'. (2) Lougee and Lynch both point out that, while libraries are now sometimes assuming responsibility for relatively traditional publishing functions for their institutions, their interest is, or should be, broader than that, supporting stewardship of institutional intellectual property and creative responses to new technologies. Many academic libraries are leading the establishment of digital repositories to store, preserve and disseminate their institutions' digital assets, and a number involved with both electronic presses and repositories see these as complementary activities.
